The concept of a congestion charge was originally proposed by Heathrow as a way to reduce road traffic demand and subsequent pollution around the airport.
Heathrow is surrounded by several major motorways and legally binding air quality limits are already breached in the Heathrow area.

Hide AdThe Airports Commission’s analysis shows that a third runway at Heathrow will make things worse and would delay compliance with legal air quality limits. In contrast, Gatwick is an area already well within the legal limits for air quality and a second runway at Gatwick would not cause any exceedances of these limits.
